Apparently, this change applies to the recent Steam update that blocked access to the purchase of the boxes in the Netherlands and Belgium. However, this possibility, according to the author of the screenshot, has its advantages. Players still can’t buy a few luchboxes simultaneously, but, on the other hand, this is not required. The advantage is that instead of buying a dozen boxes by the number of luchboxes that you want.
